Ice storm wasn't much more irritating than 7-day-a-week construction in Town Branch Neighborhood

In fact, some say the hideous sound of transformers exploding and limbs snapping off the trees was peaceful compared to the constant passing of dump trucks before the storm hit and the return to work after the thaw.

So they track mud into the street and send a machine to turn it into dust and blow it all over the place?
Is that a "best-management practice"?
