Abandoned sewer-line overflow on 11th Street uncovered by city worker

Please click on image to enlarge view of sewer line block off under the 11th Street bridge over the Town Branch of the West Fork of the White River but never sealed at the uphill end to prevent ground and surface water from filling it up. The sewer line was installed under 11th Street in preparation for the Aspen Ridge project on which work ended in July 2006. It was cut off under the 11th Street bridge in summer 2008 because it was block flow of the Town Branch beneath the bridge and causing flooding of backwater onto private property immediately to the north and causing water to flow over the street, stopping traffic several times.
