This sounds like a government make-work project.
Contractors remove trees and houses and such and haul away the topsoil and then haul in some other dirt totally unlike the original dirt. Rain washes it downstream and then the government pays to remove it from the stream.
NO MORE APARTMENT COMPLEXES.
