LISTENING SESSIONS SET FOR WATER QUALITY STANDARDS REVIEW
The Arkansas Department of Environmental Quality (ADEQ) will hold five informal public listening sessions during February for interested persons to comment on possible revisions to the Arkansas Pollution Control and Ecology Commission’s (APC&EC) Regulation 2, the Arkansas Water Quality Standards. The events are part of the Triennial Review process required by the federal Clean Water Act.
The schedule for the meetings is as follows:
• February 9, 2012, ADEQ Headquarters Building, 5301 Northshore Drive, North Little Rock; 2:00 p.m.
• February 15, 2012, Clarion Inn Terrace Room, 1255 S. Shiloh, Fayetteville; 6:00 p.m.
• February 16, 2012, University of Arkansas Community College at Batesville, Independence Hall, Room 103, 2005 White Drive, Batesville; 6:00 p.m.
• February 21, 2012, Eugene Woods Civic Center, 212 W. Polk, West Memphis; 6:00 p.m.
• February 23, 2012, Arkansas Oil and Gas Commission Building, 2215 W. Hillsboro, El Dorado; 6:00 p.m.
In addition to soliciting public input at the meetings, the ADEQ is seeking interested persons to volunteer for a stakeholder workgroup to be formed as part of the Triennial Review process. The workgroup will hold a series of meetings later in the year to assist the ADEQ staff in developing a final draft of proposed changes to Regulation 2 which will be submitted to the APC&EC for its authorization to initiate the Commission’s rulemaking process as the first formal step toward adopting any proposed revisions.
ADEQ Water Division staff will make a brief presentation at each meeting to explain the goals of the listening sessions and future stakeholder workgroup meetings, as well as the APC&EC’s rulemaking process. Information and comments presented during the listening sessions will be considered by the ADEQ and at the stakeholder meetings in developing proposed changes to Regulation 2.
Interested persons who cannot attend the informal meetings have the opportunity to submit written comments on any changes they would like to see made to Regulation 2. Written comments should be submitted no later than 4:30 p.m. February 29, 2012, and should be sent to Sarah Clem, Arkansas Department of Environmental Quality, Water Division, 5301 Northshore Drive, North Little Rock, AR 72118. Electronic mail comments should be sent to: Reg2Listening-Comments@adeq.state.ar.us.
The federal Clean Water Act requires states to conduct a comprehensive review of their water quality standards at least every three years to stay in compliance with federal water quality provisions and to maintain protection of the designated uses of water bodies in the state.
