Looks like this could be leftovers from the tropical storm months ago. What else would cause this? It is winter isn't it? What is here to protect? Looks like a functional system to me.

Those look like dead cedar trees. Was there too much water during the months of constant rain or was something spilled in the stream? Was that ditched out? It looks silted in if it was.
